The DESs is the set of formal rules for the structure of data elements for a data category, and documents agreements on the representation, format, definition, structuring, tagging, transmission, manipulation, use, and management of data in which data are shared. The document that holds the various DES for the different data categories in a database is referred to as the DES Document.

RMPC also refers to this as data specification and definitions.

An international decision-making organization, composed of four Commissioners (and four alternates) from the United States and Canada. As a treaty organization, the PSC facilitates implementation of the Treaty through research and regular meetings between national, provincial/state, First Nation, and U.S. tribal delegates to manage commercial, sport, and subsistence fisheries in both countries. It has responsibility for all salmon originating in the waters of one country which are subject to interception by the other, affect management of the other country’s salmon or affect biologically the stocks of the other country.

As stated by the governing compact, PSMFC’s purpose shall be “to promote the better utilization of fisheries – marine, shell, and anadromous, which are of mutual concern, and to develop a joint program of protection and prevention of physical waste of such fisheries in all of those areas of the Pacific Ocean over which the compacting states jointly or separately now have or may hereafter acquire jurisdiction.” Member states include California, Oregon, Washington, Idaho, and Alaska.  Each represented by three Commissioners.

a technical committee chaired by the Regional Mark Processing Center Program Manager that evaluates regional marking proposals and coordinates coastwide agreements on marking salmonid stocks. Its function is to ensure the integrity of the stock identification information provided by marking, sampling, and data exchange programs, and that is used in stock assessment, harvest management, and enhancement evaluation.

RMPC maintains the on-line Regional Mark Information System (RMIS) to facilitate exchange of CWT data among release agencies, sampling & recovery agencies, and other data users. The RMPC also serves as the U.S. site for exchanging U.S. CWT data with Canada for Pacific Salmon Treaty purposes. Canada houses a second complete copy of Pacific Coast wide CWT data sets.

Supports and facilitates the ongoing CWT-related needs of the PSMFC member States, the Regional Committee on Marking and Tagging members, and the PSC. RMPC was selected in 1988 by the U.S. Section of the Pacific Salmon Commission to house and maintain the coded-wire tag database in the U.S. and to be the designated site for sharing data with Canada. Thus, the RMPC serves both a regional coordination role and a data management role.
