PSC Technical Committee on Data Sharing
The Technical Committee on Data Sharing (TCDS) is one of a number of bilateral Technical Committees that provide scientific advice to the Pacific Salmon Commission. These Committees are comprised of fishery biologists, statisticians, modelers and other scientific specialists employed by the various government agencies, tribes and First Nations who participate in the process. Some committees are quite large, reflecting the scope and complexity of their mandates. The TCDS’s work contributes to data analysis performed by other PSC technical committees that uses coded wire tag data to evaluate management actions, escapement goals, enhancement programs, and conservation efforts to prevent overfishing and ensure all user groups have appropriate harvest opportunity.
The TCDS is responsible for:
- Facilitating data exchange between the two Parties; and
- Developing standard methods of reporting and analyzing coded-wire-tag data.
The TCDS maintains the Data Standards Working Group (DSWG) that provides the technical support for the PSC data format.
Proposal Process
The process for submitting, reviewing, approving and implementing a proposed modification related to data exchange consists of several steps involving the TCDS, the DSWG, and various PSC technical committees, including the Chinook, Coho and Selective Fishery Evaluation Technical Committees.
The final decision on whether a proposal is approved and confirmation of its implementation timeframe is made by the TCDS. To ensure that the proposed modifications are feasible and align with PSC analytical needs, the TCDS decision is informed by the DSWG and the relevant PSC committees and groups.
The proposal review process is intended to occur on an annual basis. Once the review process is completed, the TCDS will decide if and when proposals will be accepted and modification time lines, based on the captured discussion. Typically, approval for a proposal requires a favorable recommendation from the DSWG.
